As I see Myself I can say that " A good listeners is always a good speaker"
If you are a good listener you can see things and feel how the other person is feeling and then you can communicate with them in a better way n speak . As I do. :)

listen is a skill on it self big precentage will replay better if they listen good.
but to be public speaker, or speaker in even a presentation you need other skills such as '' communication, observation, fast thinking, presentation skills, body language, charisma, etc''
