If I am a trainer I am already on the top level of the pyramid because I am training the Human Capital of the Organization. (why) Being trainer is always a respectable position. Both end employee and employeer likes you being the motivation/education/knowledge point of view it is always an edge and it is always have a positive impact on the employees.
Top to Base of course, whatever development your top management must be brought in first, so that they will guide and control the base
In my opinion, I will try to implement the training starting from TOP to BASE. If the top guys are trained, they can also plan / impart the training for the MID and BASE level separately. This will be effective and result oriented for the organization.
in any action you take inside a company you must gain the support and commitment of senior management.
you should try at the top to better understand what is needed and get their support ,you must understand what senior management is trying to accomplish and help them through openning all channels of communication upward and downward.
once you go down the pyramid you must communicate any feedback to upper management.make adjustments with their approval and continued support.
Of course I would like to strat the Training from Top to base. Because the Top Management iss the Decision making power and they can express what the organisation requires from the base Level. During the First Level of Training with the Top there would be a clear Idea of what should be done and what has to be Imparted to the Down Level.
I think its purely situational decision.
1)There are some Management training programs which is directed to only top management.
2) Some courses need junior executive to be trained like if its skill level or product level training.
3) Some training is for HR and Admin Department
4) Some are for Sales and Marketing force
so pyramid can be down or up but motive is to develop a capable staff with training and development programs
