A client wants me to develop a video streaming app with the UI replica of Netflix. Is it legal?

Netflix is a large company with a copyrighted trademark of its brand. So the simple answer is it’s not legal. One of the important things that you can make your client understand is that users do not appreciate duplication of the large platform by small service providers.

I’m not a specialist for legal advice but I think if there is a copyright case the blame goes to the business duplicating the product and not the developer individually.
