First,is to understand the factors which lead to resisistance to change which includes fear of the unknown,fear of failure,loss of jobs being rendered redundant...etc. So you will have to provide learning and training that change will bring tremendous results not only to them but organisation and assure them of job security and not to fear to have confidence. You can also delegate duties from managers/supervisors to junior staff this will help in accountability and responsibility.
