If an employee is working perpetually after office hours then office hours should be flexible for him. Department does matter (supporting or sales, IT or marketing)

yes, the revenue generating teams e.g sales, business development. IT software proffs are suppossed to be working on flexible terms. The support teams dont neccessary need to work on flexible terms becasue they are only back up staffs, they dont actually generate revenue for the company.
