To answer the question, I will elaborate two cases, the first case before accepting a job offer and in the second case is the workplace:
1st case:
At first place, I believe it is very important to read and understand carefully the job description and to see if it matches our profile and our expectations of our career growth. During the interview , we need to ask relevant questions to check what challenges and responsibility we will have , global question of work environment , growth opportunity within the company, talent development, detailed understanding of our job. If those are within my expectation then will be moving forward to next phase of the process.
2nd case:
After getting the job , what attract me to stay are: the work environment , team spirit , respect, ethics, work appreciation which all combine help me to grow more and offer more to my company. It also boost integrity and loyalty to the company.
Pleasant temwork environment and all level vertical growth.

Well, your question does not provide much context, for example, do you mean for juniors or seniors? or do you mean before taking a job or while being in a job?.
However, i am gonna answer your question assuming that you are asking about pre-accepting a job. I wanna say first that it depends upon you priorities. Some people focus on financials obviously. I saw people switch from a great company to a less great company because they offered 1000USD more (Monthly). Some people focus on the growth that can result from taking the job, for example, what they would learn? what doors might open in 3 to 5 years?, or the type of clients that the company has and so. Although there are many "things", but i can add another one, which is comfort zone, as some people prefer to be in the city close to their families live in, or local jobs, or a company that they know many people working at and so on.
To summarize, it is really up to you and what really matters to you the most. If it is money what matters more than being in the city that you know, that is completely fine, there is no shame in that. I guess, it is really important to ask YOURSELF the question instead, What things make the job more attractive to YOU.
Growth make it most attractive both in terms of skills and financial.
Usman it depends on candidate that what attracts him most , as i see your status as MTO then you keep on having the cross functional knowledge which helps you to land in specific role and with this cross functional knowledge you will be procedd the working with less error and quickly.
