first listening the cause of the person who creating a negetive stir and if the cause is true and effective and could make a point ,then support him and make him undestand the right way of approach to the problem a.If the cause is baseless and they intensionally stirring things up then giving them a befitting reply by making them understand that it is not the way to express their problem and making them realise that they are making hard things for others, in way that would not hurt them and makes them see the brigther side of the things.
