== OH&S objectives may be broken down into separate goals, depending on the size of the organization, the complexity of the OH&S objective and its time-scale.
There should be clear links between the various levels of goals and OH&S objectives == First of all, OH&S objectives and targets should be "S M A R T", i.e., Simple, Measurable, Achievable, Relevant, and Time-bound.
== Examples of types of OH&S objectives include: -
1- Reduction of risk levels -
2- The introduction of additional features into the OH&S management system.
-
3- The steps taken to improve existing features, or the consistency of their application -
4- The elimination or the reduction in frequency of particular undesired incident(s).
This includes a commitment to prevention of injury and ill health and continual improvement in OH&S management and OH&S performance.
-
5- Improve employee awareness of OH&S issues, by holding monthly awareness training courses, as well as training all employees by end of2013 -
6- On notice boards and minimize exposure to hazardous substances, many examples can be used to perform this policy like: = Sales and marketing, by reducing recorded OEL levels of all solvents by25% in2014.
= Identifying hazards originating outside the workplace capable of adversely affecting the health and safety of persons under the control of the organization within the workplace.
= Identifying hazards created in the vicinity of the workplace by work-related activities under the control of the organization = Exploring the design of work areas, processes, installations, machinery/ equipment, operating procedures and work organization, including their adaptation to human capabilities.
-
7- Improvement the number of Lost Time accidents attributed to manual handling activity, by50% reduction for2014.
This purpose can be applied by: = Reviewing relevant risk assessments, = Producing reduction strategy.
= Producing new safety systems of work to reduce the amount of unnecessary manual handling operations, = Training all employees on good manual handling techniques and presenting course to all relevant staff will effectively help this matter.
-
8- The work policy should include the overall health and safety objectives, supported by a commitment, to improve health and safety performance.
The purpose is served through the introduction of a formal documented management system, e.g.
‘to actively identify health & safety hazards with a view to actively eliminating, controlling or minimizing them where practicable’ -
9- The development of emergency plan(s) which should outline the actions to be taken when specified emergency situations arise, and should identify several issues like: = potential accidents and emergencies; = the person who will take charge during the emergency; = details of actions to be taken by personnel during an emergency; = responsibility, authority and duties of personnel with specific roles during the emergency (e.g.
fire-wardens, first-aid staff, nuclear leak/toxic spillage specialists, etc.); = evacuation procedures; type and location of hazardous materials, and emergency action required; = availability of necessary information during the emergency, e.g.
plant layout drawings, hazardous material data, procedures, work instructions and contact telephone numbers.
-1
0- Emergency equipment needs should be identified, and equipment should be provided in adequate quantity.
This should be tested at specified intervals for continuing operation.
Examples include: Alarm systems; Emergency lighting and power; Means of escape; Safe refuges; Critical isolation valves, switches and cut-outs; Fire-fighting equipment; First aid equipment (including emergency showers, eye wash stations, etc.); and Communication facilities.

See simply as followings:

1. do not include objectives for activities or actions you need to take by legal requirements,

2. look to your risk register and where risk level in medium and need to take it to low sure there plan to control it, set the pan as objectives as mentioned by previous answers SMART

3. generally there are two directions

- proactive

- reactive

proactive objectives i.e. training man-hours, tool box talks, nos. of inspections, near miss reported etc.

Reactive objectives i.e. incident rates, fatal accidents, environmental incidents etc.

As mentioned before, the objectives should be SMART but in OHSAS, objectives not only should be smart but also you have to follow the other articles too, as Evaluation of complance (clause4.5.2), Management Review Input ( Clause4.6) and OH&S performance (Clause4.5.1 &4.5.3). and also the first and No.1 objective always is,  to meet the legal requirements.
