For Orgs. which are thinking on a CHANGE. Should they do BPR first and then bring/adapt the Technology OR vice versa? What do you recommend and Why?

I recommend to start by specifying requirements aliged to the approved straegy and then employ the processes and technologies which best fit your requirements. This insures that you will get to where you want to get and not to where different technologies may take you.

both, BPR is cultural change and both should go together step by step, i recommend small baby step in start.
