Changes should be welcomed on every project although most would avoid changes from the original baseline. When changes or change requests begin to rise, they should be properly evaluated and assessed. Their effects in terms of scope, time, quality and even risk that may arise from implementing them should be considered and presented to the project's decision makers. As much necessary information should be included when discussing changes to aid in easy decision making.
