I am fully agree with Ahmed Shareef, not education alone can do anything or exposure or experience, until all three are together in one individual (man or woman)
There is no question of chosing best by gender - It is individuals ability to manage which he gains through EEE (Education - Exposure - Experience), which helps some body to do their best work.
Not every manager is a best manager. People management is something which is difficult to gain through traditional education and experiences. A specialized trainings will help becoming people managers which is an important need for best managers.

I have seend this question at various platforms and dicussion board and at the end there is no specific answer. The best thing it that, whoever it is, either man or woman, the one runs the job, section and department well is a GREAT MANAGER.
Who manages well and achieves goal is good manager (can be man/woman)
Gender is never part of any equation in management related job. If it's technical or something that deals with ability with time factored in... e.g. QA job(female) or Porter/Heavy lifting job(male)... then it's another story.
