MPLS TE FRRin TE FRR, the tunnel does not goes down as the midend router/the router which report the headend router that fault has been occured and i have backup path available so dont shut down your tunnel and send me the traffic adn i will forward the traffic using backup protected path.

FRR in short: MPLS TE tunnel path with make-before-break RSVP signaling

before MPLS TE FRR, if any LSP goes down the LSR send path error mesage to all headend LSR causing the tunnels to be torn down imediately and after lossing  the tunnel, it recalculate the alternate path through the network and request for alternate tunnel with RSVP.

BFD

BFD establishes a session between two endpoints over a particular link and monitor the status of the link.and if more then one link exist, multiple BFD session established amonth two end points.

BFD session created between2 end points and FRR is used to provide alternate/backup route over a defined LSP label switch path.
