Well, I think someone has to take his own decision without getting the opinion about that situation from the QS , or the planner engineer. We will have to ask to the client for the written request for showing it to our supervisor engineer. In this way, the business owner or management of our company we are working for can dedide what can the company do in connection with that client's proposal (the suggestion for an additional work).

So I agree with Mr. Asim; the best response is option2)

Option #2 Ask for written request: as most of the times, these requests are from individuals and there is no consent of management as well as when any unwanted act happens, there is no proof and no one claims the responsibility beyond contract.

You are right Mr. Asim, but we must not miss any chance to earn more with an additional work. If we go to our management with the time and cost impact and then respond to the client in writing, no matter the (client’s) management  knows about it or not, we have a chance to earn something.

Option#2 : first of all we have the role of no gold plate in project management.

2nd only formal request shall be reviewed.

Adapt option#2 caz the actual process requires client to send a written request for change order, it should be approved by the client and vendor will be able to claim for it.

It's called Scope Creep. It depends on the situation what type of additional work is requested? If that does not affect the actual work or scope and is within acceptable cost and time, then practically client should be favored. However, management should be informed. If an additional work affects majorly on scope, cost and time then a written request is better.

A hybrid between option2 and3, as there may be easy requirements, that can be done with minimal effect on project constraints, but you need to document these somewhere, you may accept it verbally, and send a confirmation email to that. But the second case, in which will require management approval, is the case where one or more of the project constraints will be affected, and may require management to reduce profitability or agree with customer according to contract.
