In my opinion, that would depend on the task. If you have a specific task you want to finalize, and as Hussiesn well said, if it's well defined as well as it's success factors, it can be well done through consultant. Also the nature of work is not an executive daily work, but have a good time frame (start / end) and defined reults.
But if the task needed is an open one, no specific end, or a routine one, there is no meaning of hiring consultant, and better depend on the internal staff.
