How different are the approach of the advertising agencies in a region like Dubai, where the traditional media are actually not traditional?

I mean in countries like India the traditional media means TV and Print, but in more developed world like USA/Britain there has been steady decline of these media and a phenomenal rise of the new medium- Digital. Dubai never had seen the TV/Print media as major media but have quickly adopted to digital media.
