Project management and Project control management must be same.

The only difference I see is-

Control indicates that, there should be feedback mechanism. Feedback of improvement opportunities from the Project management performance to the next project management should be established, so that control is brought in to the project management process. This may be measuring the key parameters like Performance, cost and schedule or related other metrics. Take these inputs while planning the next project.

Project management is the discipline of initiating, planning, executing, controlling, and closing the work of a team to achieve specific goals and meet specific success criteria. A project is a temporary endeavour designed to produce a unique product, service or result with a defined beginning and end (usually time-constrained, and often constrained by funding or deliverable) undertaken to meet unique goals and objectives, typically to bring about beneficial change or added value. The temporary nature of projects stands in contrast with business as usual (or operations) which are repetitive, permanent, or semi-permanent functional activities to produce products or services. In practice, the management of such distinct production approaches requires the development of distinct technical skills and management strategies.

 

 

Project controls are the data gathering, management and analytical processes used to predict, understand and constructively influence the time and cost outcomes of a project or program; through the communication of information in formats that assist effective management and decision making. This definition encompasses all stages of a project or program’s lifecycle from the initial estimating needed to ‘size’ a proposed project, through to reflective learning (lessons learned) and the forensic analysis needed to understand the causes of failure (and develop claims).

According to my understanding Project management is the full activity of the Contractor mean the company who is realizing the project.

The project control management is the task of the owner or the representive of  the owner  who reports directly to Owners Directors.
