I assume that you are talking about targets which are discussed and seen as achievale by all team members.
In this case, a sales manager and his team must develop the department's sales plan which lists SMART tasks assigned to team members (for specific produxt(s)/service(s) to specific markets) with durations, dependencies, and resources. The Sales manager must approve the plan by his/her management. The sales team then executes the approved plan and the manager should track the implementation, analyze deviations, and take the necessary actions which might modify the plan and reapprove it.

Meeting sales target requires the following:-
1) Analyse the saleability of your product (eg : if it is new, then you will need time to promote it through marketing, personal visits to potential customers, obtain leads, find out if it is according to the customers needs or requires modification or enhancement. If it is already an established products, then look out for new markets to promote your product).
2) Set reasonable targets for your team and encourage them.
3) Obtain inputs from your team about the feedback received from customers
4) Understand if you product is a seasonal one or can be sold throughout the year.
Based on this matters, work out suitable strategies to increase business.

* Prepare, discuss and approve an implementable plan and train your team in this respect

almost every sector has immense competition now a days,so the corporate may burden you with unrealistic targets, all you could do is put pressure on the sale staff, call for more marketing and explore every potential opportunity by yourself.
Strongly follow up on debtors, create new sales and follow up on the payments as well. I am a tax officer and that's how we usually follow up on collections.

Measure, Monitor, Manage – do you have a showroom log? Sales KPI´s? Business Manager on site??
Have you created the sales target or adopted one? What has been the sales trend for last12,24 months is it realistic??
The easy way to do that is brainstorm with the sales staff and once you agreed with their points you will work on it and keep motivating them and if you have budget so prepare a good training for them.
