Disaster recovery comes under business continuity planning. it is basically a sub part of BCP that is related to technological (IT) side and any disaster recovery plan is based upon the RTO(recovery time objective: Allowable time to bring a service back online in case of a disaster) and RPO (recovery point objective: to what point in time the services must be restored). You build all your stretegies based on these two factores provided by the business owners of the services.
