Its depend on how you're going to use and on which environment. If you're talking about basic setup of CCME, its a simplest one, configure it and leve it aside and it will does its job. You just need to have basic Cisco CLI knowledge so that you can manage setting up new phones, edit users easily.

If you're going to use CCM (CUCM) in an advanced level you should be a specialist on the product and needs experience.
