The higher rate of turnover is most likely due to the company does not able to motivate the most valuable asset of the business to stay. Management's role plays a bigger part in motivating employees to stay and be kept productive. Maslow's Theory of Hierarchy of Needs can be a good model to keep effective, productive, best, etc. employees.
Following are some suggestions.
Ask following question before any worker/employee leave in friendly environment.
1- Why are you leaving ? (Salary/Timely payments/manager's behaviours/Factory located far from residential area/ Over time rate/ or any other specific reason.
2- Can company do some thing to keep you with us?
3- What other benefits/salary your next employer is offering?
4- What were you missing during your stay with us?
You can add as many questions according to your own experience. To keep your workers for long time, its important to have package/incentives/working conditions similar to your competitive industry.

If I understand your question well, you cannot have your working force for a long time. I do not know the situation in the Arabic countries when it is about Labor Law. Here in The Netherlands, we have a very flexible Labor Law. It makes companies possible to hire flexible workers for e.g. a certain period when there is work. Hiring these people is through certain companies which have specialized themselves at this subject. The people (workers) are employed by this company. This company sends them to their clients which needs the workforce. Only you can decide if this answer helps you. The most important condition is that your country has a framework for this flexible workforce.
