Locate Group Policy preferences
Open the GPMC.
To open the GPMC, click Start, click Administrative Tools, and then click Group Policy Management.
In the GPMC console tree, expand Group Policy Objects in the forest and domain containing the GPO that you want to edit.
Right-click the GPO that you want to edit, and then click Edit.
In the console tree, expand Computer Configuration or User Configuration, expand Preferences, and then expand or click items as needed. Click an item in the console tree to view the associated settings in the details pane.
Windows +R to execute a command

Now you can either create or edit policies. Try not to edit the default domain policy or the domain controllers policy. Always make more refined policies at the Organizational Unit level rather than the domain or site level. If you change domain or site policies, you can affect all of your AD objects. Leave that for later when you get more practice.
This is the same as in windows server2003.
Press the Windows logo key + R to open the RUN dialog box. Type in the text box, and then click OK or press ENTER.

open run and type MMC then go to file from menu and then click add/remove snap in then select group policy manment editor add it and click on ok
