A leader will always tries to achieve his/her goals by implementing various methodologies. They have to perform to survive in this competative world. I see that misuse of leadership is common. The most effective guard against leadership misuse is raising the community awareness regarding the subject matter and this is doable in the public environments becase of the presence of competitive leaders.
