It is a common practice to provide a writing test with questions specifically for the field of development and check not only the level of qualification and experience but the candidate's language abilities. This usually happens at the second interview. However, if you don't like to have a written test just ask more specific questions that require more detailed answers and vocabulary.

Best way is to make interview a participative exercise and ask the candiadate to describe himself or herself or ask candiadte to speak for5 minutes on a subject.Moreover you can have a written language skill test incrporated in your interview process.Which will have a questionnaire testing language grammar etc.
Run the interview using that language. If that is not possible, ask the candidate to translate a recorded speach (which you know its translation) in that language he/she is tested for to your langage.
There are so many dynamics to testing language skills of a person:
Pronounciation skills - Give the candidate a newspaper article or a general text to read out loud and assess.
Writing skills - Test the candidate by giving a small assignment of writing a business communication for any given scenario like for example request for quotation.
Fluency and speaking - Give the candidate a random topic for example "future job potential in middle east" to talk for2 minutes/
