1/anyone can take any resource if he has the authority to do this 

2/if this person will help the company to progress he will take any thing from them

By looking in all the ways it can be used in and what are the most helpfull results from every way

Depends upon your aims and objectives and your personal and company's capabilities and competences. Are your objectives short or long term? Should your resources be used to strengthen your weak points or should you stick to your core competences? It's all part of the company's overall strategy as to how best to ustilise your resources. Main thing is to liase with other departments and line managers and for the executive management to have clear and open goals.
