Being in business for over22 years I believe ethnic background does have an influence .although people are not willing to recognize it but it really affects the decision,a company in uae with senior management of a certain ethnic group you will surely find that juniors and fresher's are mostly from the same ethnic group.
Theoretically it shouldn't matter but in real life is does.
Nationality shouldn't be an impediment as well as gender; but sometimes it happens. It's a pity.

Factors such as nationality, gender, even religion should be trivial matters when hiring a potential member on your team. I personally feel multiculturality enables a diversified workplace to advance when faced with competitors in the market because when you have people from different racial, religious, and socioeconomic backgrounds you are able to generate a solidified, innovative, practical methodology to solving any kind of problem. Diversity in the workplace is necessary in order to excel! Nationality should not be a factor when considering qualified hires.
Nationality as a deciding factor for employement may be justified for few instance. Let say a company is involved in selling religious products which has social & sentimental values attached. The owner of this company shall be very sepcific on hiring candidates who are of the same religion or nationals that are very famliar with this product in & out; rather than going for someone who has different cultural background. Such owners can take the tag of discrimination than risking their business.
But as far as jobs with only professional expertise are concerned, the employer should not discriminate candidates on grounds of nationality, colour, ethnicity, race, etc. The competition should be on mere professional grounds. A short story resembling my opinion shall make it easy to understand. A man travelling for hours will quench his thirst on any part of the earth irrespective of the location & time. All he make sure before taking the first drop down his throat is the cleanliness & clarity of the water. He doesn't care whether he is presently standing on asian, african, middle eastern, american or european soil. The same should probably be in mind of the employer; looking for talent, knowledge & ability.
Nationality should not matter during hiring any one. What should matter is Qualification and most importantly experience!
Nationality Must be only Considerd when particular job requirement is meant for Only Local candidates or citizens but if the job requirement doesn't specify regional preferences then equal oppurtunity must have to be given to all irrespective of location because talent is not region specific,Any person from any place can have more then a required talent.

Equal Oppertunities employers do not consider the nationality unless there is an issue of work permit required.
Ideally no! nationality, ethinicity, culture, religion,gender and language are not the owners of innovation, ideas, skills and leadership. However there are situation when recruiter tends to favour one over other. This is quite subjective and can,t be substanticated.
In fact result matters! one needs to hire who can produce desired result and it does not matter what color his/her passport has!!!
