Which job pays well: translation services or teaching at a school, be it governmental or private, in the Middle East?

well

im sure it's translation services you can translate in many ways

but in school i think you have to teach your lessons so you will be restricted to devolop it much as you can do it at the translation fields

and about governmental and private

i think for sure it's the private sector that you can get pay well

I think the private work is more convenient to increase your capability in the Translation as well as the working in the private service office will pay you a further depend on your efforts , performance and productiveness daily. I advise you to work in the Service Office for the translation and not waiting  for a firm salary monthly from Government.
