This is team work - Of course the project manager has the final say but INPUT from Sales Manager and sales team - Marketing manager and marketing team are vital elements in the sucess of the project.
We must realize that Sales and Marketing are the front liners.

The project manager is the person accountable for the design of the project and therefore he/she have the authority of control over this issue. On the other hand, I see that he/she are better off if he/she seeks the participation of all team members during the planning phase.
