What is the most effective way to be considered for jobs through Bayt.com? Is specialty ranking or CV content more important ?

The CV content is by far more important than speciality ranking. 

Speciality ranking proves that your CV contents are true!It will help employer  to find real YOU and  your caliber,skills,thoughts,goals, and your attitue! more over, speciality rank will speak about yourself even when you are sleeping!

Your CV Content qualifies you for the Job you applied for and Good Speciality Ranking in that particular field makes the Employer feel that he is hiring a person who is Master in his Field.

I think your specialty ranking validates your CV and probably tells more about you if you just joined.

The main and the most important is your CV contents , your experience , qulifications and Courses that you had had.

The speciality rank is an important analyst that shows your skills level and how good are you in these skills that will attract the employers to view your CV and may contact you for further interview.

CV contents obviously- Many employers won't consider specialities at-all

Both are important
