Can i use any software logo and Name for my personal business without seeking permission?

It depends on the copyright law of your country.

It entirely depends on the company who is the real creator of that logo. Even if your country has no objection to copying it or the real owner of it doesn't have proper copyrights against it, I strongly feel it a wrong thing to simply take that or else the company who want it can adopt it but with their permission or at least mention the real owners name.

It depends on wether that company has copyrights to the logo or not and how far do they apply, have they copyrighted it in your country or not i.e.

Mcdonalds failed to copyright their "Mc" in Malaysia before a local restaurant McCurry did. The case was ruled in favor of McCurry in2009.

if you use it without mention the compnay name , i think it's forbidden

No without permission you should not because these companies like microsoft,opera etc are registered trade marks and even they don't give you permission at all.If you did so they will sue against you for some $......
