I see that htis depends on the needs. If the job is temporary in nature, I suggest hiring part timers to do it. Otherwise, It is better to highe full timers.
If both employees are equally talented as you say... why do you think to pay more one of them? I can't understand your question because the salary depends on the kind of employment contract ( due to the hours worked): part time or full time
It depends entirely on where the company is located and what are local labour laws, customs and usage.
Salary is not the only payment or costs to be borne by an employer. There are other non-wage benefits and statutory payments that an employer is required to bear. ILet us assume it is definitely determined that a part-time employee can do the same job say at US$90 a month whereas a full time employee of the same profile is available for US$75 per month. This saving of US$15 will become to zero if the employer is required to get health and life insurance, bear the cost of causal, sick and privilige leaves which will not be applicable to a part time employee. Moreover, if the total required man-hours are only2 or3, the full time employee will remain idle for the remaining5 to6 working hours thus causing him monotony and loss of productivity. On the other hand the part-time employee might already be working full time and as a result of double employment, he might not have that level of "loyalty" or efficiency as an employee who works exclusively for your company. Moreover, the part-timer might not be able to attend office or come late as he has obligations to the other company employing him full time. He will thus not be able to clear any backlog or clear it sacrificing doing next assignment.
This is not a simple decision to make and requires several aspects to be considered before a decision.

2. The quality and quantity of the work would equally matter.
3. If you are hiring both of them the part time and the full time employee - the salary clashes will lower their performances.
4. Being talented is not useful unless the individual utilizes his abilities - One should be task oriented

There are several things to consider when hiring. Budget is one of the most obvious, but for the sake of this question let’s assume that budget isn't an issue. An FTE comes with more than just a salary; there is often bonus and benefit packages associated to them. Whereas PTEs often do not have such structure incorporated into their hiring contract. So the FTE will almost always be more costly, no matter how you structure PTE/FTE salary.
Right away employers see financial benefits to hiring PTEs. However, when an employer has the ability to hire full time they should. Investing in FTEs generally means that the FTE will more fully invest in the business, while part time positions are often associated with the word temporary, and you may find them surfing Monster Job Listings during their break fearing the worst. This of course is not every PTE, but the point is to understand that security in a job is everything. However you choose to hire, employees are investments in the future of business and PTE or FTE need to see that they are valued. For me, when hiring, and the choice is available, I will choose to hire full time.
It depends on what is expected from the employee. If it is for a non-critical and short term operations, it is okay to hire part time employees as company has no committment with respect to long term.
But, when it is for a critical job which affects customers, organization, it is prudent to hire full time employees.
What pay must be given for the position, must be as per company policy, affordability, market rates.
In my opinion hiring decision should be made on the basis of work, if the work is temporary then go for contractual and the nature is permanent one then go for permanent candidate.
If you want loyalty and total commitment go with the permanent option at a lower salary rate but you must take into account the cost of training, benefits, and days off work due to sickness etc. Go temp with a higher salary rate limited commitment and loyalty but then again you don't carry other benefit costs as per a permenent staff member. 6 of one, half a dozen of the others???.
I think you should hire the full time employees. And at last I think the budget isn't related that much to hiring more than employees development programs.
