Did you mean to ask about the feasibility of tracing browsing histroy from the mobile terminal itself or from the network side?? I can see already most (if not all) of the answers are tackling your question from the mobile terminal perspective.
From a nework perspective some solutions depend on DPI (Deep Pack Inspection) can be deployed to provide a real-time view of the pages being visited. Predefined rules and policies can be set accordingly. (Rx, Multiple Gx and Sy interfaces)
Another context can be the enhanced user experience defined by 3GPP GUP standard. (Rp and Rg interfaces).
As of to "history" tracing; then this would entail deploying advanced archiving systems that can vary in size (capacity) and purpose. Such solutions normaly come in hand to the security and law enforcement authorities. You may have already heard of PRISM surveillance technlogy run by the US government and Eagle in Lybia (used during Gaddafi's Era).

Sure you can if you have the suitable tools installed in your device.
Depends on the operating system / firmware, and the browser application installed. If it is a java based firmware and using only a built in browser which doesnot give any history, it will be difficult. Otherwise you need to get help from a web based service itself - Eg: Google account sync and back up.
Any latest mobile OS like Android / iOS will give history for your browsing by default.
