Employers choose not to create such a standard (though they know it's just fair) probably for the following reasons (in their opinion):
1- It doesn't deserve the manhours invested in creating it, since it doesn't have any added value (financially).
2- To keep the employees in the shadow, and try to get the best out of them with minimum wages, convinving them they are treated specially.
3- Laziness and stupidity !!
Very valuable suggestion - I believe it could be one of the best and most fair ways for assessment of employees.

We do have the procedures and pre-determined goals and objectives against which employees are assessed but due to the uncertain political, economic and market conditions in our country, at times it is not possible to make a realistic assessment. In any case, it is a good practice for any organization and results in rewards to employees who have put in efforts to realize the organizational objectives.
A very fair method for assessment of employees
We have a pre-defined performance review process and on annual basis we do so. The performance scoring is back by traits and competency assessment and objectives achievement and this is how an overall assessment is made.
