With good salary offer, one can manage driver for specific period, till s/he gets required GCC Driving licence.
Yes, GCC driving licence happens to be one of the hurdles in getting a job down there.
I used to ask myself the same question before I had one - now that I have, I understand its worth. In GCC, you're handicap without a licence - even a driver isnt good enough, even a cab isnt good enough.
Secondly, when they lay the condition of a licence, it actually means the knowledge of local whereabouts because lets face it, it takes at least a month to get a licence there - which means that for a month, you had to roam about - get to know the roads and routes and so on.
Honestly, I feel that it is justified.

With the availablity of handy devices, movement on new roads and routes have become convenience.

I think its a common problem faced by many expats one is GCC driving license and another one is learning or knowing Arabic. So many Expats are loosing out on jobs . Other reason also would be local experience as just knowing driving wont help as companies expect people to bring their network locally.
So, all these are common issues faced by an individual who want to get a job in UAE or GCC countries.
May be they are tapping on talents locally or missing out on expat talents I think a recruitment agency or HR can give better explanation as i m on otherise of coin.
It is not at all hurdle in getting jobs in gulf countries, but it is the demand in some professions, and if you have it , its worth.
I am on my process of finding a job in the UAE. In the past one month I was denied3 jobs only for the reason of me not having a license and GCC experience.Its so sorrowful for me with a Btech Automobile degree in hand and3 years experience in India to not find a job in the UAE.
We get experience once we are posted.I think everybody acquired experience that way.
