A Psychologist is better for "Behavior Management" but a Special Educator is better for "Learning Disabilities"
In my experience Psychologists are slightly more "abstract" and deal more with "theory", whereas Special Educators are the ones who attempt to put these theories into practice. A Psychologist will present/suggest a stategy (provide the tools) and the Special Educator will try to implement the strategy (do the job). A General might plan a battle but it is the soldiers who fight it!! Not the best analogy but hopefully you will get my meaning!
I believe its the Special Educators. They are more concrete and have the opportunity to connect with each client as each client's needs are special and delivering intervention to them are based on their particular needs, and should be tailored accordingly.
