Their are many parameters on which Skills in Retail Management can be judge. In my opinion understanding your Consumer Behaviour is most important followed by merchandise availaibility and visibility.

For me, people skill is the most important skill needed in retail management because we are dealing with different types of personality starting from our customers to our colleagues and to the stakeholders.
You need to balance everything to meet their expectations.
