In term of "Plan Risk Response" what is the difference between reduce threat and and fallback threats?

Reduce threat is a preventive action, but fallback threat is corrective action.

It is seem complicated but I think must each Risk management plan has Risk Response plan to deal with any potential threat beside that any success in the application of risk response through all project phases would caused  fallback threats.

You can think of reduce threat as Plan 'A'. The plan that you will follow when a risk occurs

fallback threat as plan 'B'. The plan that you will follow, when plan A did not work

When we talk about reduce threat; we generally means that we have now resilience over the issue or place enough control to deal   by using different models. we have cover the impact of the undesirable effect. 

There is no such term as  Fallback Threat.  Threat is a Threat. or you mean residual risk left behind after implementing controls.
