The requirement for relevant degree in Web Development specialty is essential to support your job application and future position in networks solutions and Websites modification.
While the practical experience is very recommended in this type of work, in addition to educational value, to put you in the top of the list to be selected for that career.
How did you develop yourself and what advances you provided to support previous ranked works will be an advantage...

It depends on how you are going to use it.
If they would like to get a job in gulf countries than lots of them may need to see some kind of relevant degree at least for short listing.
Real web developers were doing something else totally not related to Web Development.
I would say this : If they have passion for web development and they think about working as a consultant or own a business then they can just just a certificate or a few months course.
But , if they want to work a9AM to5PM job then they will get a better chance that their CV will be looked at by HR.
Most people that i know do not have degrees and they ' rediscoverd ' the web developer inside of them.

Degree is only proof that you have a knowledge of web development, But unfortunately I met many degree holders, who really don't know about what is web2.0, If you have a practical experience, because in this field companies prefer to take test before offering job.
But if you have a degree and practical exp as well that would be much better.
In the Last, Degree is necessary to be an employee.
Not for employer.
