When your front line employees are not working and your team leaders are not doing enough, what immediate action you will take?

First of all i have to speak to the team leader and ask him to do more efforts with tge employees and guide them and give them all important instructions then if do nit follow your instructions then yo apply the DOT on them as per company policy and without delay . This task will be monitered and if the leadership failed i should take the decision and replace him
