From my point of veiw , i think both are2 side for same coin , meaning if you have any in order to reach the other you must have the other , what if you are hard BUT you can't manage your time by sequence you will lead to not finish your tasks on time and for the Other smart but not hard then you will be playing without making the physical work or the data work , finally i think try to make both walking togther to reach the ideal frame work.
I have a bit different approach; i am not a hard or smart worker. I am a consistent worker or follow consistent approach and this helps me to work smartly in those areas where i am confident and where i lack my consistent approach made me successful.
Smart worker is delivering more than hard worker since he/she is finding different ways in doing their job.
