Login local refers to the local database to login to vty lines,such as local user u have configured.
login is an option to specify if any one wants to connect to or authenticate to an vty lines..
we have both options for security
login: we must set an login password for cons0/vty lines.
login local: we use both username and password for accessing an lines.

Login local command is used to ensure the secure remote login by telnet and it is also used to store the information about that remote users in the database. While creating the users with previlage with login local command the TACACS or RADIUS protocol is used for authentication and accouting purpose.

login local command use for vty authentication , its means user created locally in router, when you running any authentication server like AAA that time you will use login command.
