Certainly, if they have the managerial skills and expertise, just like in any other profession.

IT managers, especially in business process automation side of the business (as opposed to IT operations) do stand a good chance of becoming business managers if they have what it takes because of thier expertise in the business processes.

It depends on skills of any individual, management is not only the game of knowledge. Business Management it self is a complete qualification. In some cases my answer is yes but in most cases its No. Each field has its own respect and speciality.

The modern age is the age of information revolution and I cannot see any obstacles for someone who has IT skills to manage any business on the way that business has to be managed.

Actually this MUST depend on the managerial skills NOT on his IT skills and achievements. I personally, specifically in the technical field, do not advice to upgrade a good technical person and make him a manager as you lose him in his place, You'd rather upgrade his salary and a Sr. or consultant to his position as a career upgrade better than to move him to manager level and lose him in his place

Your question is very vague. Manager of which dept? If it is your specialist area, then I see no problem. But other dept? I doubt it. Specially if it is a large company.
