Hey,

The fashion designer is in charge of the final design of the garments before they hit the catwalk and the stores. Usually works at the fashion company who launches the line of the collection. Based on fabric books given from suppliers (such as Holland Sherry, Dormeuil, Vitale Barberis or Loro Piana and so on) he chooses the combination of fabrics to match the design he has in mind. He is the visible creative part of the every fashion garment we see on the market.

On the other hand, the textile designer is the person in charge at the suppliers (the ones listed above) who is in charge of creating a fabric, going through all the steps : deciding the source of the raw material (Wool, silk, cashmere etc), the type of the fabric (plain, stripes, checkers) and the the colour and the design.  Compared to the fashion designer, the textile designer is the invisible creative part, the part we do not realize it took part in the creation process of our clothes.

While Textile designers primarily work on 2-D surfaces (design & construction); a Fashion designer is responsible for creating a human body covering/ clothing (3-D) from 2-Dimensional textile surfaces.

People here have described well in their answers to the question above and I have upvoted some of them as well, but one thing I want to add is that, textile design is not only fabric designing but it is a basic mood you pass on to the fashion designer who starts work on it to design final wearable product. Basic mood contains the surface design and colours of that fabric, the colours and theme of the fabric design will make the work easier for the fashion designer.

A fashion designer is a creative individual dedicated to the creation of a garment or series of garments & accessories (often referred to as a fashion line or collection). Fashion designers typically sketch concept drawings of pieces, as well as creating inspiration boards containing bits and pieces of particular designs, fabrics, color schemes, artwork etc that will help guide the overall design process. Once the designer has determined the direction for a collection, they work to source proper fabrics and hardware required to create the physical samples, and either create patterns and sew the pieces together themselves or hire/oversee pattern makers and seamstresses to produce the finished samples. In a larger supply chain, these samples can then be replicated by a factory for production.A textile designer, on the other hand, is solely tasked with creating the artwork for textiles (fabrics). Textile designers are usually skilled at setting up seamless design repeats so that entire bolts of fabric can be printed utilizing the same design prior to being cut and sewn into finished garments. In addition, textile designers are more likely to perform inter-industry work, developing designs for not only the fashion industry but also for use in the interior design industry, fine art exhibitions, and theatrical performances.
