To me most of the employers do not understand the educational structure of IT. Most of the employers are looking to hire one employee to meet entire IT needs of organization from programming, support, servers, infrastructure to PC level support.
I am also agree, most employers are same.
I took this from one of the job psoting, please check and see if they need a team of IT or one person to handle all these duties professionally. Its First Line,2nd Line and3rd Line in one Job..... To me i will throw such jobs in trash......

Including: - Root cause analysis - Managing incidents to ensure all avenues are explored - Ensuring necessary communication is sent to relevant parties - Weighing up possible solutions and associated risk - Ensuring completion of follow up actions

Mostely Employers When they Publishe a Job Oppertunity they put all the Specialization Required from one Person ,some time is it imposible to even think how they can ask one person to master in all field.
I agree with you, most of the employer do same thing hire one person which handle all IT infrastucture. but no one willing to giving the same rights and priority to this person.
IT is dying gradually and HR folks need to hire a Jack-of-all-Trades guy.
