This particular may give us two answers..first,the more you read books you come across many new things which you basically remember always,so you express this knowledge with others or you write in your notes..secondly,I also agree with faridullah sir.

I think no. In my opinion reading is not a skill, rather it is a hobby, and many people can have this hobby. For example educated people like reading novels, fictions, stories, newspapers, articles on science and technology etc but all they are not writers as well. Writing is a skill, and it comes not through reading only (though reading strenghens it) but through practice.
