The term Stakeholder means a person who has got some interest in the project or associated with it or affected positively of negatively by doing a project.

Whereas Operations means - any ongoing activity or process, like Hospital management, any manufacturing activity.

So from project management perspective, it would be advantageous to involve Operational Stakeholders in project management to have a good understanding of their needs particularly during the planning phase of the project.

For example, for a Hospital Building Project, if we involve Operational Stakeholder like doctors to know their requirement or MRI machine operator to know the machine room requirements, can definitely avoid any rework or save time and money.

While operations management is different from project management , the needs of stakeholderswho perform and conduct business operations are important considerations in projects that will affect their futurework and endeavors. Project managers who consider and appropriately include operational stakeholders in allphases of projects, gain insight and avoid unnecessary issues that often arise when their input is overlooked.Operational stakeholders should be engaged and their needs identified as part of the stakeholder register, andtheir influence (positive or negative) should be addressed as part of the risk management plan.
