I would rephrase the " best Option " to" best available option" .
Expert judgement is the key to ensure he is in the right track, involving the subject matter expert in the relevant discipline. Also keep in mind he gets the team buy in.
Managers do their best jusgement assessment in "gray" situations with no back and white clear decision criteria.
There is no way to make sure, It is a best-effort judgement and is subject to mistakes of course.
The other thing here is that whatever decisions are available, there are pros and cons for each decision, and the art here becomes an art of balance and compromise between these different factors. This all depends on the manger, knowledge and experience, power and influence, assessment and judgement, risk taking or risk avoidance, and other factors
Back to the point, if you think about "making sure" as a way to avoid taking risks of being wrong in your assessment / decision, then remember the R in the word MANAGER means "Risk Taker" !!
