you can use any VPN App like hotspot sheild for example, it makes you bypass the ISP connection and treats you as you are using an ISP in USA or UK

if you are using a PC to Browse internet and some site are Blocked esspesially in some company they block social networking site with a proxy there are many way to bypass this

1) use proxy bypass site like www.zend2.com or www.anonymous-surfing.eu/

2) use tor download from this link   https://www.torproject.org/download/download‎

3) use ultrasurf very small programe but effective to bypass blocked site

Well it depends, if your ISP restricts this, you just can't, be it on phone or PC.

The only other option as mentioned above is to use a Proxy bypass. So in essence a proxy server navigates to the site (using different network routes) for you and then presents the webpage. So if you have access to the proxy website, you would have access to You Tube. Performance would be slower however.

Again, this isn't legal and morally right, so I would not advise this.
