I can understand the feeling behind this situation as I once came across the same situation. I did make him realised in a routine conversation that I'm not unaware of his lie. He was ashamed and never tried his tricks again.
But I'm not sure about the nature of the person you are facing.
From an audit perspective, clarify, check, request clarification and if necessary complete a performance review; then act on the facts.
The only way to control this situation is to have clear measurable targets followed by regular status meetings. This will resolve work related issues. Other than that counselling should be carried out to fix the problem.
If he is clever and you think you can get good input from him to your business. In this case try to find the reason of his behavior. Sometime a good strategy is that you give him more responsibility and make him feel that all his inputs are important. In my openin the last thing I would do is that conform him with his behavor and telling him that he is lier.
I think we must firstly define what kind of liar he is:
1. A bad habit came from feeling insecure, an exaggerated negative pressure or a bad history with previous managers........, then I think we have to assure him & motivate him to be honest as to make him believe that honesty is the easy way to secure his job & to be promoted, & this will take time & efforts from his direct manager
2. This is a kind of believe or in another word a nature, this can be diagnosed if he is a liar even out of his job, & here cleverness or any other qualifications will not compromise honesty, firing is the solution.
3. It may be the way to escape from the difficult honest way of doing a job form his piont of view, as he doesn't want to leave his zone of comfort, so you should put a complete action plan to change his bad habit, to change his zone of comfort, & so honesty will gradually becomes a part of his believes.

Liar is a liar he will make a mistake if he is continuously lieng on some work related thing make documentary evidence against him and prove him wrong.
Lying could either be a habit which is definitely a bad habit, or just tge situation where he/she feel it is better to lie. These situations i would have a one on one converstaion and explain that being ethical goes a long way in regards to his/ her career, and definitely convey the message that you are aware, however treat the situation very wisely. Explain how you would appreciate his honesty in every situation since honesty would only increase your trust towards him/her and lying could only result in negative consequences.
Ask him friendly somthing that he cannot do and if he lies that he can do it perfectly then suddenly tell him to do it before you, right now. And make sure you do this before other employees, alone and with you. He will be trapped . Hope you understood what I mean.
