This is where THE MISSION and THE VISSION comes into play, if it s the type that values potential then HE\\SHE should evaluate between what the employee can offer if properly harnesd of the inherent quality he s got that proberbly will be sported in him while having a chart with the employer,
so i am of the oppinion that employers should look out for prospects and long term benefit rather than always go ready made stuffs and alow raw talent wast away.
It depends on the status of corporate or organisation.If it is profit making, smooth business and vibrant energy to grow, then, hiring manager will not have any threat perception but if it is loss making or poor performer and recruitment is for filling the slot due to resignations, then, hiring manager may have threat perception and would try to hire an average skilled person who will stick on and not gain capabilities to displace the hiring manager.
