The answer will be strange !

What is IT skills and what is Eng skills ?

If you make or know how to make Processor like Intel Or AMD so you are Computer Engineer

( i.e electronic engineer + computer science = computer engineer )

If you make or know how to make Java So you are Computer Science

( i.e computer science concerned about algorithm & Math )

If you are concerned with new technology and get solution by it so you are IT

( i.e any new technology + some time Networking but I dont agree with that ) 

so you have an equipment that used for a security and you want to use infornmation technology to make a good system  ? !

IT is common for all fields , Engg Skills is amust

Security certifications (CISA, CISM, GIAC, etc.) and/or experience with other Government security and privacy policies and standards (HIPAA, Privacy Ac of1974, etc.); SOA, Web Services, and Cloud Security
